To access and turn them on click in the taskbar in the lower right of the screen, then choose Accessibility.
For more Accessibility settings open the Chrome Browser, choose the Customize and control Google Chrome menu at the top right (the three horizontal bars).  Choose Settings, scroll to the bottom of the screen and choose Show Advanced Settings.
There you will find additional settings including items such as Show large mouse cursor, sticky keys and tap dragging.
How to Add Bookmarks - and show the Bookmarks bar in browser: - Go to Customize and Control Google Chrome panel, Settings - Check - Always show the bookmarks bar - go to a webpage, click the Star at the end of URL window - choose to add to folder or Bookmarks bar (under Appearance)
